PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON THURSDAY, 11 JUNE

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed the People´s Deputies about the results of work of The Verkhovna Rada at the plenary meetings of 10 June. 

The People´s Deputies in the beginning of the morning meeting have scrutinized a number of Bills in the Second reading. The Verkhovna Rada of Ukraine adopted the Law "On Amendments to the Law "On Compulsory State Social Insurance against Unemployment" in its entirety.

The Verkhovna Rada has adopted in its entirety the Laws: "On Principles of preventing and fighting Corruption", "On Responsibility of Legal Entities for Committal of Corruptive Infringements", "On Amendments to certain Legislative Acts concerning Responsibility for Corruptive Infringements".

In second reading and in its entirety were adopted the Laws: "On Amendments to certain Legislative Acts of Ukraine" (re Land Relations) and "On Amendments to certain Legislative Acts of Ukraine regarding Housing Provision of the Citizens".

During the Plenary Meting of the Verkhovna Rada of Ukraine Six Members of the Supreme Council on Justice put on their Oaths: Barbara Valentyn Petrovych  - Judge of the Supreme Court of Ukraine;m Kravchenko Kostiantyn Tymofiyovych  - Judge of the Supreme Court of Ukraine; Volkov Oleksandr Fedorovych - Judge of the Supreme Court of Ukraine; Kivalov Sergiy Vasyliovych Chairman of the Committee of the Verkhovna Rada of Ukraine on Justice; Portnov Andriy Volodymyrovych member of the Committee of the Verkhovna Rada of Ukraine on Justice; Shapoval Volodymyr Mykolaiovych Chairman of the Central Election Commission

The People´s Deputiea have scrutinized and adopted several resolutions on nomination and dismissal of judges.

Parliamentarians included into agenda and scrutinized the Bill of the Law "On Amendments to Clause 17 of the Law "On the High Council of Justice" (re Procedure of Oath-Taking). On the Bill informed the People´s Deputy, Sergiy Kivalov. Pursuant to the Bill, a new version of Part 1, Clause 17 of the Law of Ukraine "On the High Council of Justice" does not envisage the period for the oath to be taken by the member of the High Council of Justice before The Verkhovna Rada of Ukraine.

The Verkhovna Rada has adopted the Bill as a basis and in its entirety by 306 votes.

By the Resolution "On Amendments to Clause 217 of the Standing Orders of The Verkhovna Rada of Ukraine" (re Oath of the Members of the High Council of Justice) this issue was regulated in the Regulations of the Verkhovna Rada.

The Verkhovna Rada of Ukraine passed the Resolution on the Report of The Verkhovna Rada of Ukraine Temporary Inquiry Panel set up to investigate the Circumstances surrounding Violation of the Constitution of Ukraine and Ukrainian Laws, Adoption of Illegal Resolutions by the Officials of Kyiv Municipal Council and its Executive Body

 In view of the critical situation in the city of Kyiv, The Verkhovna Rada of Ukraine appeals to the President of Ukraine with a request to withdraw L.M.Chernovetsky, Head of Kyiv City State Administration, from the fulfillment of his authorities for the period of activity of the Temporary Inquiry Panel.

The parliament also recommends that the President of Ukraine cancels the decree of Kyiv mayor concerning appointment of first deputy heads of Kyiv City State Administration, as it was adopted with the violation of Clause 16 of the Law "On the Capital of Ukraine Kyiv City Hero". 

The Verkhovna Rada commissioned the Accounting Chamber, the Central Controlling and Auditing Service and the State Tax Administration to hold complex auditing of the executive body of Kyiv City Council (Kyiv City State Administration) as regards observance of budget and tax legislation of Ukraine in their financial-economic activity. 

Relevant bodies shall inform The Verkhovna Rada of Ukraine about the results of complex auditing till 15 October 2009.

The Motions of the President of Ukraine to the Law "On Prohibition of Gambling Business in Ukraine" was presented by the Vice-Chairman of the President´s Secretariate, Representative of the President in the Verkhovna Rada of Ukraine, Igor Popov.

The People´s Deputies have scrutinized the motions of the president. None of them was adopted.

The Verkhovna Rada has overridden the veto of the President of Ukraine "On Prohibition of Gambling Business in Ukraine" by 390 votes.

During the evening meeting the parliamentarians continued scrutiny of the bills in the second reading.

In its entirety were adopted: Law "On Amendments to the Law of Ukraine "On National Program on reformation and Development of Housing and Public Utility Authority for the Years 2004-2010"; "On Amendments and Additions to the Law of Ukraine "On Measures on Prevention and Decrease of Tobacco Goods Use and Their Harmful Influence on the Health of the Population".

As a basis and in their entirety were adopted the Bills: "On Amendments to the Law of Ukraine "On Radio Frequency Recourse of Ukraine" (re the Provision of the Effective Radio Frequency Use); "On Amendments to the Article 301 Criminal Code of Ukraine" (re the Liability for the Possession of the Works or Objects of Pornographic Nature); "On Amendments to the Law "On Capital Issues and Stock Market".

As a basis the adopted the Bills: "On Appropriation to the Juridical Persons and Objects of Property Right Names of the Juridical Persons"; "On Amendments to certain Laws of Ukraine concerning the Measures on Stimulating the Building of the Social Housing"; "On Amendments to the Article 17 of the Law "On Architectural Activity" (re the Licensing of the Kinds of Economic Activity in Building)".

Then the evening plenary meeting was closed.

The next plenary meeting will be held on Wednesday, 12 June.
